EPA Region 6 issued an AOC under its authority pursuant to CAA to Invista S.a.r.l. located Victoria, TX. The AOC was issued in response to violations of the respondent failing to design and maintain a safe facility and did not taking such necessary steps to prevent accidental releases of cyclohexane by failing to properly maintain the cooling water supply inlet gate, which upon failure released cyclohexane to the ambient air. The AOC requires Invista to identify and engage a third-party expert to perform an inventory and analysis of other areas that could be susceptible to corrosion and other physical breakdown, similar to the failed gate. Invista must respond to EPA Region 6 by within 1 year of the effective date of the order.
