The settlement resolves allegations against Leighow Oil Co., Inc. for violations of Section 311(j) of the Clean Water Act. in connection with its fuel storage and distribution facility in Danville, Pennsylvania. EPA alleged in the CAFO that Leighow failed to properly prepare in writing and implement a Spill Prevention, Control and Countermeasure Plan for the Danville facility, including deficiencies in maintaining adequate secondary containment for oil storage containers. The CAFO settles the matter for a penalty in the amount of $20,355.00.
