Respondent is a dairy farm with a 180 milking cows and 3 calves-heifers facility in San Sebastian, Puerto Rico that was discharging manure and associated wastewater from its manure storage lagoon into the Rio Culebrinas without obtaining coverage under a CAFO NPDES permit. The Order requires facility to immediately cease discharges, reduce the size of its operation to below CAFO thresholds unless they wish to obtain a CAFO NPDES permit, and lower the manure storage lagoon level in a manner that prevents all future discharges.
