NPDES Enforcement has filed a Penalty Complaint against Field #4, LLC and Constructors West, Inc. The Complaint includes a proposed penalty for construction stormwater violations at Chatfield IV home construction site located in Grand Junction, Colorado. Alleged violations include discharge of construction stormwater on at least 11 separate days from April 1, 2011 to December 24, 2013 without authorization by any Clean Water Act permit.
