Summary

On August 25, 2016, the Region issued a Clean Water Act order on consent (AOC) to the City of Bridgeport, Connecticut addressing ongoing sanitary sewer overflows (SSOs). Since June 2011, on at least three reported occasions, the City discharged untreated sewage from its collection system to the Bridgeport Harbor and Pequannock River. EPA and the City negotiated an AOC under Section 309(a) of the Clean Water Act requiring that, in order to prevent future SSOs, the City will develop and implement a Capacity, Management, Operations, and Maintenance correction action plan program and submit documentation of its program to EPA and the Connecticut Department of Energy and Environmental Protection (CT DEEP). The City will also conduct a one-year telemetry flow monitoring program at 10 combined sewer overflow outfalls, and complete both dry and wet-weather outfall screenings for the presence of illicit discharges from both the MS4 and collection system. The Region worked closely with the CT DEEP in this matter.
