Region 3 filed an Expedited Settlement Agreement which settled EPA's penalty claim for violations of CWA Section 3110) at the Colonna's Shipyard facility located in Norfolk, Virginia. The facility failed to ensure that all required elements of PE certification were stated, had an inadequate facility diagram, had an incomplete oil storage discussion, failed to provide a signed copy of the Certification of Substantial Harm Criteria form, failed to properly maintain records of visual inspections, and failed to promptly correct visual discharges. The respondent has agreed to pay a cash penalty of $900 to settle the matter.
