This Administrative Order for Compliance requires Vital Energy, Inc. Guam Power Authority to immediately cease discharging from the Piti Bulk Fuel Terminal, monitor and report any occurring discharges in compliance with limits of the expired Clean Water Act NPDES permit until EPA issues a new permit, and to submit a Pollution Prevention Plan to EPA by November 15, 2016.
