EPA proposes that the U.S. Department of Justice continue negotiations with Highland, HSD, and Griffith with the goal of filing a complaint and Decree in the federal district court for the Northern District of Indiana with injunctive relief containing a comprehensive implementation plan that will eliminate SSOs in Highland and Griffith and bring HSD in to compliance with CWA, EPA?s CSO Policy, its NPDES permit, and applicable State of Indiana laws and regulations.
