NPDES Enforcement issued a Combined Complaint and Consent Agreement (CCCA) assessing a penalty against CC Communities, LLC (f/k/a Century Communities, LLC) for construction stormwater violations at the Lake of the Rockies site located in Monument, Colorado. EPA alleges in the CCCA that (1) there were missing best management practices (BMPs) and inadequate maintenance of BMPs along the western border of the site near Monument Creek, which led to sediment accumulation in Monument Creek; (2) there was improper implementation of dewatering practices at the site, which allowed water from dewatering activities to be discharged into Monument Creek; (3) there was improper implementation of concrete washout BMPs at the site; and (4) the site map did not show the location of the concrete washout and building materials storage areas. These alleged violations were discovered during a NPDES inspection in May 2015. The CCCA was subject to a 40-day public comment period.
