On September 22, 2016, after pre-filing negotiations, Region 1 filed a consent agreement and final order (CAFO) to initiate and resolve a case against Hydro-Photon, Inc. (HPI) of Blue Hill, Maine. The case involves a violation of FIFRA Section 7 reporting requirements for producing establishments, specifically, for HPI?s late submission for the 2015 reporting year (RY). Under the CAFO, HPI agreed to pay a $1,633 penalty and certify its current compliance with Section 7. This case involves an HPI product known as the ?SteriPEN,? a hand-held pesticidal device intended for disinfecting water by using UV light. In 2014, EPA had issued a Notice of Warning to HPI for not filing its Section 7 report for RY 2013. These reports are EPA?s principal source of information on pesticides and devices produced in the U.S. and abroad. EPA uses the reports to protect public health and the environment as well as maintain the integrity of the national pesticides program
