Harrison Steel failed to comply with the performance testing, operation and maintenance plan, and monitoring requirements of NESHAP Subpart EEEEE at two baghouses, DC42 and DC38, that control emissions from three electric arc furnaces. Harrison neither admits nor denies the allegations set forth in the NOV/FOV. A consent agreement and final order is being jointly filed.
This ACO requires Harrison Steel Casting Company to install a bag leak detection system at DC42, modify the existing operation and maintenance (O&M) plan to include DC42 and DC38 and submit a copy to EPA for approval, submit an application to the Indiana Department of Environmental Management (IDEM) for modifications to its Title V operating permit, and submit to EPA semiannual reports containing all baghouse inspection and bag leak detection recordkeeping for DC38 and DC42. This will result in emission reductions in particulate matter, and addresses the violations set forth in the FOV issued to Harrison Steel Casting Company on March 2, 2015.
