EPA conducted a compliance evaluation (CEI) of the Tri City Highway Inc. on August 25, 2015 to determine compliance with the MSGP and SPDES Permit. During the inspection, EPA noted several MSGP violations including failure to develop or implement a SWPPP. At the time of the CEI, Saunders Concrete operated a Portable Batch Concrete plant on the Tri City Highway property without MSGP Coverage. This Order requires Tri City to return to compliance and the owner or operator to apply for MSGP coverage for the Batch Concrete plant.
