This Consent Decree is intended to constitute a complete and final settlement of the claims raised in Mr. Johnson's petition for review and the United States' Claims under the Clean Water Act ( CWA ) set forth in the Findings of Violation and Administrative Order for Compliance ( Administrative Order ) challenged in the petition for review, in connection with the construction of a dam and pond in Uinta County, Wyoming (the Site )
