EPA's investigation determined the Respondent failed to apply to EPA for Firm certification, provide the owner with the Renovate Right pamphlet, to post signs, maintain required records, and follow lead-safe work practices when performing renovation work at target housing in New Jersey. The company made and substantiated an inability to pay claim which resulted in a reduced penalty of $3,000. The company has applied for and acquired EPA firm certification and come into compliance with the Lead-based Paint regulations.
