This case addresses violations of the Act to Prevent Pollution from Ships (APPS) by Green Spanker Shipping S.A. (Green Spanker), owner of the ship Lady Maria Luisa. On October 7, 2013, the ship Lady Maria Luisa, entered into the North American Emission Control Area (ECA) and the U.S. Economic Exclusion Zone (EEZ) in transit to the port of Baltimore using fuel oil with a sulfur content of 3.0% m/m.
The Lady Maria Luisa continued to operate in the North American ECA and the U.S. EEZ using fuel oil with a sulfur content of 3.0% m/m until approximately October 9, 2013, in violation of APPS section 1907.
As part of the settlement with EPA, Green Spanker paid a $11,292 civil penalty to the US Treasury.
