Respondent is a permitted MS4 in Schenectady, NY. EPA conducted an MS4 Audit on June 7-9, 2016 and identified that the City was not complying with the terms and conditions of the NYSDEC MS4 General Permit. Permit violations include failure to prepare an adequate SWMP Plan, failure to implement SWMP Plan, failure to conduct outfall inspections, failure to implement and enforce construction program, failure to develop and implement an adequate post-construction program, failure to conduct self- assessments as required. An Administrative Order is being issued to order the facility to comply with Permit conditions.
