On October 24, 2016, EPA issued a Consent Agreement and Final Order to Baylor University for violations of the Resource Conservation and Recovery Act (RCRA) and including, failing to file a proper 3010 notifications, failing to meet the requirements of a large quantity generator, and failing to make hazardous waste determinations. The CAFO contains a compliance order requiring Baylor to certify its compliance with RCRA with respect to making hazardous waste determinations, managing hazardous wastes, and the transport/disposal of hazardous waste. Under the CAFO, Baylor will be required to pay a penalty of $11,330. Baylor will also perform a Supplemental Environmental Project (SEP) valued at $33,990 to purchase certain emergency response equipment, including a handheld explosive, narcotic, and toxic chemical identifier and a gas monitor.
