On May 3, 2016, EPA inspectors conducted an inspection of International Refrigerated Port Services in Norfolk, Virginia ( Facility ) to determine compliance with the Risk Management Program ( RMP ), Clean Air Act 112(r)(7) and the implementing regulations of 40 CFR Part 68. The Facility is a 100,000 square feet refrigerated warehouse designed to freeze and store frozen commodities. The refrigeration system has a capacity of 2059 tons and uses 40,500 pounds of anhydrous ammonia as its refrigerant. Based on the Inspection, it was found that the Facility failed to ensure the process equipment complied with recognized and generally acceptable good engineering practices for the relief/vent header on the roof and the alarms in the machinery room (40 CFR Part 68.65(2)].
