On September 20, 2016, EPA conducted an inspection of the City of Norwich. The City is required, pursuant to its SPDES permit to have written O & M procedures for its sanitary sewer system. The City was unable to provide them to EPA. This AO requires the development of such O & M procedures to the EPA and NYSDEC. The City is performing certain maintenance of its sanitary sewer system, but needs to formalize its program through written O & M procedures.
