on December 23, 12016, EPA filed a Consent Agreement and Final Order with the Regional Hearing Clerk that simultaneously commences and concludes an administrative penalty action against Natural Gas Pipeline Company of America, LLC (NGP) of Shorewood, Illinois. NGP is a transporter of natural gas which moves natural gas from United States and Canadian producing areas to Midwest markets and other pipelines serving North America. NGP Shorewood facility is a natural gas compressor station that receives natural gas from the south and west. NGP's Volo Drips Site facility is part of NGP Volo pipeline system and is located approximately 15 miles north of the Shorewood facility. The CAFO alleges several violations of the Resource Conservation and Recovery Act (RCRA).. Specifically, the CAFO alleges the following RCRA violations at the Shorewood facility: (1) transporting and accepting hazardous waste without a manifest from Volo Drips Site facility to the Shorewood facility; (2) storage of hazardous waste without a permit or interim status at the Shorewood facility; (3) lack of a tank assessment at the Shorewood facility; and (4) failure to have a written closure plan at the Shorewood facility. In order to settle the matter, NGP agreed to pay a civil penalty of $20,000. NGP certifies that it is now complying with RCRA and its implementing regulations.
