The EPA is concerned that UPCM's corporate assets are being raided by its parent company, and that it will be left an insolvent shell that is unable to fulfill its existing obligations. Understanding UPCM' s current financial status is imperative for the EPA to better identify appropriate next steps with regard to the cleanup of the Richardson Flat and the Uintah Mining District Sites. The EPA requests the Department of Justice to bring an enforcement action against UPCM to compel compliance with the EPA's requests for information and for civil penalties for noncompliance.
