EPA agreed to an Expedited Settlement Agreement (ESA) with Kanyon Specialty Contractors, Inc., assessing a $5,100.00 penalty for construction stormwater violations at the 2nd Avenue West Frontage Road Realignment site in Williston, North Dakota. EPA alleges that Kanyon Specialty Contractors, Inc., (1) failed to implement required stormwater controls to minimize discharges of sediment and other pollutants into waters of the United States; (2) failed to have a complete and updated stormwater pollution prevention plan (SWPPP) and site map; (3) failed to conduct all required self-inspections; (4) failed to keep all inspection records on-site with the SWPPP; and (5) failed to ensure staff were trained. These alleged violations were discovered during an inspection on July 20, 2016
