Summary

On February 23, 2017, Region 10 issued a Compliance Order On Consent (COOC) resolving violations of the Clean Water Act by the Ketchikan Gateway Borough, located in Ketchikan, Alaska. Respondent, which operates two wastewater treatment facilities, discharged pollutants to waters of the U.S. and exceeded its NPDES permit limits for sewage related pollutants including fecal coliform. The Borough upgraded their sampling equipment and developed and initiated implementation of quality assurance project plans (QAPPs) to ensure accurate field sampling procedures and laboratory analysis in the future. The COOC will ensure QAPP implementation including Borough oversight assessments of QAPP implementation. The Borough had been sampling and operating its own lab without a QAPP and this matter was discovered during a September 2015 inspection. The QAPP implementation will ensure that accurate sampling and analysis procedures are used so that the Borough and EPA have confidence in reported results.
