This is a Consent Agreement and Final Order between US EPA and Smithlum & Friend, Inc dba Powerstar Energy Solutions, (Respondent) of Aneheim, CA, for alleged violations of the Toxics Substances Control Act regulations for lead-based paints. In settling this action, Respondent agreed to pay a civil administrative penalty of $11,429 and will spend a minimum of $34,288 on a Supplemental Environmental Project that will provide LeadCare II blood lead analyzers and LeadCare II test kits to not-for-profit community health clinics listed with the California Primary Care Association in San Bernadino and/or Orange counties .
