EPA enters into ACO and CAFO with Allnex USA, Inc., Kalamazoo, Michigan: EPA entered into an Administrative Consent Order (ACO) and a Consent Agreement and Final Order (CAFO) with Allnex USA, Inc., of Kalamazoo, Michigan on 01/25/2017. The ACO resolves violation for failing to comply with the National Emission Standards for Hazardous Air Pollutants (NESHAPs) applicable to the facility as a major source of Hazardous Air Pollutant Emissions (HAPs); Title V for operating a major source of HAPs without a Title V operating permit, and the Michigan State Implementation Plant for failing to properly operate and maintain pollution control equipment required by the permit to install for the facility. The ACO requires Allnex USA to develop and implement a leak detection monitoring and repair program for all its components, conduct volatile organic compound stack testing for its vapor recovery unit (condenser and methanol scrubber) and water scrubber to demonstrate compliance with 85% destruction efficiency limit, modify its vent system to ensure that it meets all requirement for a closed vent system, and apply for a Title V operating permit.
