This is an Expedited Settlement Agreement (ESA) to resolve an administrative penalty action against Victorio Monarrez, of San Luis, Arizona, for violations of Title II (mobile source emission standards) of the Clean Air Act (CAA). Monarrez has paid a civil administrative penalty of $1,200 to resolve this action.
