On November 17, 2016, following issuance of an Opportunity to Confer Letter and public comment period (during which no comments were received), the EPA Region 3 Administrator issued a Final Order requiring Towson University to pay a $31,320 penalty for municipal stormwater violations. Towson University, a public institution located in Towson, Maryland, agreed to pay the penalty for its failure to perform the following activities required by its MS4 permit: implement an illicit discharge detection and elimination program; comply with state stormwater requirements; ensure proper permitting of all facilities; and develop pollution prevention and good housekeeping procedures. In addition, Towson University has agreed to perform a Supplemental Environmental Project to convert the University?s mapping of its stormwater system to a Geographic Information System (GIS)-based system so that it is more user-friendly and publicly-available. he Project is expected to cost approximately $58,000 and supports two of OECA?s Next Generation goals: public transparency and electronic reporting.
