The Respondent is exceeding its pollutant benchmarks in the MSGP for COD, TSS, iron, aluminum, lead, zinc, copper and other pollutants at its SW Outfall 003 and has not improved its BMPs although it has proposed some BMP modifications. To date, the BMPs have not been achieved.
