On May 24, 2016, an EPA representative conducted a compliance inspection of Coldwater Board of Public Utilities Water Treatment Plant to determine its compliance with the RMP regulations. EPA then determined that the Respondent had violated the following regulations: a. failed to analyze the greatest amount held in a single vessel; b. failed to assume the worst case release scenario; c. failed to review and update the offsite consequence analyses at least once every five years; d. failed to maintain records for the worst case release scenario; e. failed to maintain records for the alternative release scenario; etc. as outlined in the ESA. The penalty was $7,200.
