Summary

On September 27, 2017, Region 10 and North Pacific Seafoods, Inc. (NPSI) entered into a Consent Agreement and Final Order to settle on CAA Section 112(r) risk management program (RMP) violations at the companys fish processing facility, Red Salmon Cannery in Naknek, Alaska. The Region alleged that NPSI failed to submit an Risk Management Plan (RMP) to EPA by June 1, 2014, the date on which a anhydrous ammonia, a regulated substance was first present above a threshold quantity in a process. Submitting a plan provides important information to emergency responders and planners that include accurate chemical quantities, emergency contacts and demonstrate operation and maintenance of the ammonia refrigeration facility. The violation has been corrected. Under the terms of the agreement, the company paid a penalty of $45,743 and will spend an estimated $175,000 on a Supplemental Environmental Projects (SEPs) to install a solar power system and upgrade its lighting to LEDs to reduce diesel-generated power emission of air pollutants and the potential of process upsets in preventing an accidental ammonia release.
