Respondent shipped PCB waste without identifying it as PCB on the manifest. This waste was subsequently disposed at an unauthorized facility. EPA is not pursuing removal of the material due to extensive dilution prior to the disposal. Respondent has revised their waste intake practices. EPA collecting final penalty of $56,250.
