Failure to put control measures in place to minimize pollutant discharges that address the selection and design consideration in Part 2.1.1; failure to put procedures in place for minimizing the potential for leaks, spills and other releases that may be exposed to storm water, and not developing them for effective response to such spills, if or when they occurred; and failure to minimize the generation of dust and off-site tracking of raw, final, or waste materials.
