Violation of TSCA Section 409 and RRP Rule requirement of 40 CFR 745.85(a)(4) (ii)- failure to collect and contain all of the waste from renovation activities conducted at the Target Housing Property at the conclusion of the April 7, 2016 work day in an enclosure or behind a barrier preventing dust and debris access or releases outside the work area
5.	Violation of TSCA Section 409 and RRP Rule requirement of 40 C.F.R. 745.86(b)(6) - failure to retain and provide to EP
