On April 19, 2017, Region 5 executed an Expedited Settlement Agreement (ESA) with Pioneer Metal Finishing (Pioneer) regarding their facility located at 486 Globe Avenue in Green Bay, Wisconsin (the facility. Pioneer started operations in 1945 in Green Bay and now has eight facilities in five states and Mexico. They offer a variety of metal finishing services including anodizing and electroless nickel plating; paint and powder coatings; and chromate, tin, zinc, and precious metal plating. On June 23, 2015, EPA conducted a compliance inspection at the Facility and determined that Pioneer did not: (a) maintain training records at the facility; (b) provide the date of the accumulation of one container stored in the less-than-90 day accumulation storage area; (c) maintain on-site records of hazardous waste determinations; (d) properly signed a returned manifest; (e) retain land disposal records on-site for waste cleaning rags, all as required under RCRA and the State of Wisconsin hazardous waste management program. A Notice of Violation was sent to Pioneer on October 22, 2015 listing theses alleged violations. Pioneer submitted a response to the NOV and subsequently submitted additional information to demonstrate that the alleged violations have been corrected and that they have modified their practices to prevent future non-compliance. Pioneer also agreed to pay a civil penalty of $5000 to resolve the alleged violations.
