Summary

On April 19, 2017, EPA entered into an administrative order on consent (Order) with the City of Lewiston, Maine to address unauthorized discharges from its collection system. Since January 1, 2012, on at least five occasions, the City discharged untreated sewage to Jepson Brook, Hart Brook, Goff Brook, or the Androscoggin River from various components of the collection system. These Sanitary Sewer Overflows (SSOs) can contaminate surface waters, causing serious water quality problems, and back-up into homes, causing property damage and threatening public health. The Region worked in close coordination with the Maine Department of Environmental Protection in this matter which implements the NPDES program in Maine.
