## Summary

On May 4, 2017, Region III filed a Consent Agreement and Final Order resolving violations by the City of Salisbury, MD, of its NPDES MS4 Permit.  On the same date, the Region also entered an Administrative Order on Consent requiring the City to comply with its MS4 permit. The MS4 program is designed to prevent harmful pollutants in urban areas from being dumped or washed into separate storm sewer systems and into local water bodies.  Based upon an April 2014 inspection, EPA determined that the City was violating its MS4 permit by failing to fully develop and implement an illicit discharge detection and elimination program and failing to conduct inspections of stormwater management projects.  The CAFO requires the City to pay a civil penalty of $16,000. The CAFO was subject to a 40-day public comment period and no comments were received.  The Maryland Department of the Environment participated in the inspection and supported the enforcement action.
