Summary

On September 18, 2017, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by the City of Wilder, located in Wilder, Idaho. Respondent, which operates a wastewater treatment plant, exceeded its NPDES permit limits for E. coli, total suspended solids (TSS), biochemical oxygen demand (BOD), total residual chlorine (TRC), and pH. In addition to the effluent exceedance violations, Respondent was using an incomplete Quality Assurance Plan, submitted inaccurate Discharge Monitoring Reports, failed to observe proper sampling and holding techniques for effluent samples, maintained incomplete Monitoring Records, failed to report effluent exceedances in accordance with prescribed timelines, and failed to properly maintain and operate equipment that was necessary to the proper functioning of the wastewater treatment facility. Respondent agreed to pay a penalty of $8,900. The environmental benefits of this enforcement action include reduction in effluent exceedance violations, proper handling and storage of effluent samples, proper monitoring and reporting, and proper operation and maintenance of the facility.
