Under this order on consent, SEA Eagle has agreed to comply with the following regarding the Quintanilla Keil facility in Tilden, Texas:
Within one hundred and eighty (180) days of the effective date of this Order, SEA Eagle shall complete an engineering evaluation and installation of a vapor recovery unit (VRU) at the Quintanilla Keil facility. SEA Eagle shall ensure that the VRU is adequately designed and sized to capture the mass content of methane and VOC in the gases flashed from the oil in the storage tanks by 95% by weight or greater.
