EPA Region 5 inspected facility on March 23 - 24, 2015. Respondent has not fully implemented an appropriate SPCC Plan in that among other things, the facility has not complied with the integrity testing requirements for the facility bulk storage containers. EPA has determined that conditions at the facility may present an imminent and substantial threat to public health or welfare of the United States. including fish and other wildlife, public and private property, shorelines, habitat, and other living and nonliving natural resources under the jurisdiction and control of the United States.
