On March 1, 2017, an authorized representative of the EPA conducted an inspection of the Interstate Warehousing Newport News facility located at 121 Harwood Drive in Newport News, VA, to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act (the Act or CAA). EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically: (1) Failure of the owner/operator to document that equipment complies with recognized and generally accepted good engineering practices in accordance with 68.65(d)(2). Ammonia detectors did not activate visual and audible alarms outside each entrance to the refrigerating machinery room.
