On September 11, 2017, Region 10 issued a compliance order to address ongoing violations of the Clean Water Act by City of Plummer Wastewater Treatment Plant located in Plummer, Idaho. Respondent, which operates the sewage treatment plant, exceeded its NPDES permit limits for pH, Escherichia coli, biochemical oxygen demand, total suspended solids, total ammonia and total phosphorus. Respondent agreed to pay a penalty of $2,500 and to construct upgrades to the plant, including an equalization project by July 31, 2018. The upgrades will minimize the occurrence of future effluent limit violations.
