Region 1 issued a CAA compliance order to JP Lillis Enterprises, Inc. dba Cape Cod Ice (CCI). CCI operates a cold storage warehouse and ice manufacturing facility in East Providence, Rhode Island, that uses ammonia as a refrigerant. The facility is located on the banks of the Seekonk River, adjacent to a railway line, and near residential homes, a church, several office buildings, and an elementary school. EPA conducted an inspection on April 24, 2017, which revealed that CCI failed to properly maintain the ammonia piping, equipment, and support structures, all of which were heavily corroded. The order will require the facility to develop, submit, and implement a plan for addressing three primary areas of concern identified in the order. The company was previously given notice of other outstanding deficiencies identified by EPA, which may be addressed in future compliance orders. EPA has coordinated with state and local partners on this matter. CAA Section 112(r) is not delegated to the state.
