This is an amended information request and administrative compliance order for CWA-02-2017-3022, which was issued on December 28, 2016 to the Respondent to address unauthorized leachate discharges and NYSDEC SPDES Multi-Sector General Permit (MSGP) violations at the Brockway Place Transfer Station. The amended Order, CWA-02-2017-3050, establishes revised compliance items and deadlines based on information provided by the Respondent in its initial response to CWA-02-2017-3022. The amended Order includes implementation deadlines for short and long-term solutions for eliminating leachate discharges at the Facility; requires the Respondent to comply with the MSGP; requires quarterly progress reports until its long-term solution has been fully implemented; and requires reporting of any unauthorized leachate discharges from the Facility to EPA and NYSDEC within 24-hours of such discharges.
