In a letter to EPA, dated March 6, 2017 and as a follow-up to a meeting held on January 17, 2017 between EPA, the New Jersey Department of Environmental Protection and the Respondent, the Respondent identified an expected completion date as May 24, 2017 for the full development of an Operation and Maintenance Manual. Such full development will also result in expected compliance with the provisions of its New Jersey Pollutant Discharge Elimination System Permit. EPA's estimate is that the cost of developing a revised O & M manual will be $1,000.
