On May 31st, 2017, EPA Region III filed a Consent Agreement and Final Order (CAFO) with the Borough of Steelton, PA (Steelton) resolving Clean Water Act (CWA) violations of their NPDES permit authorizing stormwater discharges from its municipal separate storm sewer system (MS4). Based on a 2014 inspection and review of its permit and files, EPA found that the Borough failed to comply with NPDES permit requirements for field screening outfalls as well as failed to adequately document and take corrective action for illicit discharges into the MS4. The settlement provides for the payment of a penalty of $5,000. EPA consulted with Pennsylvania Department of Environmental Protection (PADEP) and they had no objection to the enforcement action or settlement.
