RSM provides a variety of cold finishing processes for steel bar products, including turning, straightening, annealing, blasting and pickling. The ESA alleges that RSM violated the Resource Conservation and Recovery Act (RCRA), as determined during an inspection on August 23, 2016. Specifically, it was found that RSM 1) failed to provide hazardous waste management training to its employees in 2015, 2) failed to determine if a waste generated on its site was a hazardous waste, 3) failed to maintain the final signed copies of its hazardous waste manifests and land disposal restriction forms, and 4) failed to properly label containers that were storing used oil.
