The Consent Agreement and Final Order (CAFO) between EPA and Ford resolves violations of its Title V permit. Specifically, Ford violated two annual facility-wide emission limits for volatile organic compounds (VOCs) because it was assuming a higher capture efficiency at one of its booths than its most recent testing had demonstrated it was achieving. Ford violated these limits for several months in 2013, 2014 and 2015. Ford has since moved additional equipment into the controlled zone to increase the control of VOCs at this booth, and has come into compliance with its VOC emission limits. The CAFO requires Ford to pay a penalty of $389,000 and resolves the NOV/FOV issued to Ford on December 29, 2015.
