On September 12, 2017, Region 10 signed a consent agreement and final order with the United States Coast Guard, Kodiak Support Unit (Kodiak, Alaska) for violations of the Resource Conservation and Recovery Act (RCRA). The violations occurred between 2013 and 2016 and included unpermitted disposal of contaminated groundwater, failure to conduct required weekly inspections of hazardous waste accumulation areas, violations of container and labeling requirements, storage of hazardous waste beyond 90 days without a permit, and failure to meet permit requirements pertaining to facility inspections and contingency planning requirements. Region 10 also alleged Respondent violated used oil and universal waste requirements. Respondent demonstrated a cooperative attitude during settlement negotiations and promptly corrected violations and instituted new measures to prevent recurrence. Respondent agreed to pay a penalty of $45,000.
