On September 6, 2017, EPA Region 1 entered into an Expedited Settlement Agreement with Ineos Melamines, LLC of Springfield, Massachusetts, for alleged violations of Section 112(r) of the Clean Air Act. Massachusetts is not delegated to implement this program, which is intended to apply to relatively minor, easily correctable Risk Management Plan violations. INEOS uses formalin ( a formaldehyde solution in chemical manufacturing process, and the company's failures put the populations surrounding the facility at risk of harm from accidental releases. formalin is flammable, is toxic if swallowed and is classified as a probable human carcinogen. The company will pay a penalty of $9300. and has certified that it has corrected the violations.
