On or about July 30, 2015, the Tanker Truck was traveling on Highway 1804 near East Dakota Parkway in Williston, North Dakota when a mechanical failure resulted in the release of 10 barrels of diesel fuel into a stormwater drainage that flows to the Missouri River.
